On closer inspection that appears to just be [instructions for creating]
CD equivalents of the boot floppies, which might not be that useful if
you only have upgrade CDs (which presumably require an existing OS)...

The floppy images are bloody useful though, as floppy disks seem to have
an average life expectancy of about 4 weeks these days.
