No Neil, you are correct,

Part P has been introduced to bring the majority of electrical works under
building control. This means that, like any other major building work, you
need to notify building control and on completion they will inspect and
test
(at a cost of course). Building control will of course allow a
"competent
person" to install, inspect and test.

My understanding is that you can do your own work. Part P requires the
testing and completion certificate to be issued by a "competent"
or
registered person, thus ensuring that the installation is compliant.

Or have I misunderstood?
