APC Smart UPSs use line-interactive technology.  Which means they
have extra windings on the transformer so they can step up or step
down the mains voltage should it go a bit too low or high.  EG. mains
rises to 250Vac (ish), the UPS will drop it down by 25Vac or so.
Mains drops to 190Vac, then UPS boosts it by 35Vac or so.  The
advantage is the UPS can cope with a wide mains voltage before having
to go to batteries.  Disadvantage is the UPS steps up or down by so
many volts rather than keeping the output voltage at a steady voltage.
The UPS also has filtering which will reduce (but not completely
remove) spikes and noise.

True online double conversion UPSs convert the mains AC to DC and
then construct a perfect AC output.  So absolutely no noise, spikes,
mains drops or rises, harmonics, distortion, etc can be passed
through.

It's very unlikely your PCs would be damaged by mains fluctuations if
connected to the APC UPSs.  I know one of my customers who had nearby
lightning strikes which damaged equipment not connected his UPS.
Everything connected to the UPSs and the UPSs survived OK.
