http://www.xlobby.com does this.  It's
capable of multiple zones
using multiple soundcards in one machine.  There's a seperate app for
PocketPC devices, which controls the server, and another install of
Xlobby can also be run as a client.  I believe it may be possible to
run multiple Xlobby machines, and control what's playing locally on
each one from any of them, or using the PocketPC client.  So, it's
not in a web browser, but it's controllable with any Microsoft OS.
