VPN, RAS or what?

Scenario

home and office both with ISDN routers set for single channel dial up
to the internet with 160 hours per month inclusive.

Problem

Need to be able to access the home systems SBS 2003 admin, Sharepoint
and HA applications on the server and also some of the client PCs for
general stuff from the office.

Whats the best way to set this up from the view of both functionality
and cost... VPNs over the net...RAS...or something else?
