Pete,
You could fit a J box in the floor above with a short length flex. The will
then only a 5a choc block with 3 wires to hind. Or another way is run a
conduit from the rose to a 1g box in the room above with a blanking plate
on, which you can use for jointing the cable. It's a very similar as its
done in Europe.

When fitting period style ceiling roses, it's not usually possible or
desirable to fix a standard ceiling wiring rose. In the past, I've made a
big enough hole for the suspension and with room for a chocolate block
connector to be pushed up. The hole is then covered by the top piece of the
fitting.
Is there a better way to do this? I would like minimum disruption to the
plaster rose, and in one case, I would like a simple hook and chain
arrangement for the suspension. Are there any unobtrusive inline
plug/sockets or connectors that could be used so that there doesn't need to
be somewhere to hide a taped up connector block? (even though I shall be
routabouting a hole just above, I'd rather not have to lift the carpet to
change the light fitting, although it may come to that.
