Yes - don't go on holiday without your PC :)

This does seem to be one of those unreasonable rule changes that the yanks
like to come out with every now and then...however all is not lost.
If you check out the policy here
(http://www.icann.org/transfers/policy-12jul04.htm),
one reason for denying
a transfer request is:

provides a readily accessible and reasonable means for the Registered Name

though quite what "readily accessible" and "reasonable
means"are is unclear

You should be okay then if:
1. You pay for your domain on time
2. You keep your contact details up to date
3. You have locked your domain name and you have easy means to lock/unlock
at will.

This is just my interpretation of what the aforementioned policy states and
not any guarantee etc etc blah blah...
