No Girder can run on any machine on the network (i.e the most
suitable machine - in most cases the one which has the hardware you
want Girder to manage). Girder commands in the Lobby enviroment are
issued by the server element of MainLobby (MLServer). Clients (like
touch pc's or PPC's) then connect to the machine with MLserver
running which then issues commands via various Plug-in's (invoked by
MainLobby actions, like a button press or scene change or external
events from say Homeseer) some of these plug-in's act locally (say
Slinke and some can send commands to IP connected devices inc.

Here is the section from the MLserver help on Girder, inc. command
syntax:
MLServeCmd.MLGirder<<event>>~<<Opt:
payload1>>~<<Opt:
payload2>>~<<Opt: payload3>>
Plug-In for MLServer allowing you to send girder events directly to
girder from connected clients.
NOTE: You must have the path to gireventlib.dll in your system path
directory for this to work correctly. This is accomplished by adding
the path to the System PATH variable in Control Panel -> System ->
Advanced -> Environment Variables and editing, or moving
girdereventlib.dll to your system directory (ie, C:\WINNT\SYSTEM32).
This plug-in only works on Girder 3.26+. GIRDER EVENTS ARE CASE
SENSITIVE. You must have Internet Event Server enabled in Girder for
this plug-in to communicate with Girder.
Example:
MLServeCmd.MLGirderNotepad~text.txt
