You can get one, but expect to pay more in insurance than the van is worth

Convincing an insurance company to cover you on a non-business policy will
be very difficult (it's convincing them you *won't* use it for business
that's next to impossible).

Apart from that you should be fine, provided you have all the usual checks
carried out (defaulted HP, mechanical inspection etc.)
