Capturing still images (jpeg) from a TV...?

Hi all,

A friend of mine in work has asked for a method whereby he can
capture still images from his TV (via Sky Digital box) and get them
to jpeg format. The reason for this is that his mother is a keen
painter and uses TV stills as a guide for some of her painting.

Any ideas...?
Obviously they would like the easist/cheapest solution possible.
Quality of the image is not really an issue as it's just being used
as a guide - so conversion to jpeg will be fine.

No real techie stuff (Tivo etc) avaialable at present but will
probably head down the route of PC with capture card if no one can
think of an easier solution.

All ideas appreciated,
