According to the documentation (I've got a Vigor 2600V) every one
of the 4 ports on the Vigor can be assigned a VPN (Virtual Private
Network) and the bandwidth of every port/VPN can then be throttled.

I assume that it's a matter of putting the kids' computers on their
own hub/subnet, plugging that into one of the 4 ports, enable the
VPN on that port and throttle the bandwidth.
