I may be way off here, but I believe the only way to get at the
proprietary format inside a PST is to use Outlook itself. MS want
you to use their web access product to do what you want but I think
that needs an Exchange server and I'm not sure it supports PSTs.
Seems to be backed up by this

Maybe a .NET (or similar component) to dig around within the PST to
do what you want?
