Circiut cellar had a project a while back that used a serial interfaced
digital camera connected to a PIC micro connected to an old 3Com 10Mbs ISA
NIC
(of course serial on digital cameras is becomming rare and coding a USB
host
and custom drivers is not trivial)

Maybe the solution is to use a symbian phone and a custom app?  not cheap -
but if you go for second hand phones.  Programming still not trivial
though.
I don't know if you could get to the camera on the cheaper phones via java
in its 'sandbox', but it may be worth a look.

Other thoughts a are mini-itx board connected to low cost digital cameras
and sending via a the net or modem

Just my current ramblings ;-)

Anyone know of a viable alternative to the Nokia Observation Camera ? where
you can you use a mobile phone to get picture messages sent across to a
