Because I'm a UNIX person and know next to naff-all about Windows, I'd
probably do this with either a Linux or FreeBSD backup server, using
SAMBA for network access to Windows machines and look at using something
like Amanda for handling creation of the offline backups.
Amanda is supposed to be fairly good at optimising tape use where multiple
tapes are required, so I'm sure it should be possible with DVDs. Failing
that it's a fairly simple matter to write a script to archive up a load
of files and split them into dvd-sized pieces for writing.
Alternatively, one of my clients recently mentioned that they were looking
at something like this for high-volume offline storage:

No idea on pricing though. Can't imagine it works out any cheaper than
a high-volume tape solution.
