Just hazarding a guess but...

if the T&E colours are changing to
BROWN=LIVE
BLUE=NEUTRAL

then I guess that Neutral for 3 phase will be blue.

Should make life very intersting/dangerous.

"I have a BLACK wire"

Is it

a An OLD NEUTRAL
b A NEW L2

"I have a BLUE wire"

Is it

a An OLD L3
b A NEW NEUTRAL

At least you will know that if it is Red or Yellow is should be a Live
wire.

There is another interesting thing. Telecomms Signalling Earths used to be
run in either Cream or Grey wire to differentiate them from Protective
Earths which are Green/Yellow and the Grey has now been chosen as L3 !!!

Bloody harmonisation :-(
