Yes wooden floors are the same - though lower wattage used for DEVI mats.
Must always make sure it is a flexible screed, especially on wooden floors
No problem with mats in bathrooms.

Also, you mention mains/low voltage.... Is there any restriction when

Depends if you're looking for water or electric...
We do a couple of electric systems by DEVI and EvenHeat - both are
undertile, i.e. finished screed - heating mats - latex screed - tiles.
One's LV ones Mains, both do an excellent job, though the EvenHeat is far
more robust as its made of a flat plastic with carbon in it, rather that
traditional wires.
