Why don't you just build a small computer that sits in your car?

The only problem I see is you might have to pop outside to turn it on
before transferring music ... I don't see how it can be on all the time.

Or alternatively before you leave you start your car and download the music
before you go.

But then ... you might as well get an MP3 player like an ipod. It would be
quicker and more convenient.
