I did a lot of research on the distance selling redulations when they came
into force.
I was told by the government department which enforces them (the DTI I
think) that
the retailer must just grin and bear it !!!
There is no provision for not refunding P&P. There is however provision
for
collecting the cost of
returning the item. So if you pay for the return of the item you should get
a full refund. If the
retailer pays for the return of the item, they can build in some cost for
their time etc.
