TV Card in Kiosk PC

Has anyone sucessfully got one of these running in it ?

I've had two attempts

First card displayed ok, but seemed to pickup massive amounts of noise from
the PC - it was a cheapie from Ebay so to be expected - also IR remote was
crap.

Second card very impressive but runs about 3 frames a second - moved it to
a
big PC and runs great, i think it was because it was a PVR too.

All i want is a simple TV card with IR capability - no PVR stuff etc.

I'd be interested if anyone has found a solution.
