Not sure about voice modems, but you could do that with a bluetooth
headset, bluetooth dongle and a machine running www.asterisk.org with
an FXO card in it. A quick search suggests that a TDK USB dongle with
software from http://www.tdksystems.com/software/apps/content.asp?id=6
would be best.
I've not used either of these solutions, but they both answer your
questions
