I thought they were but in practise they appear not to be ... I have a few
USB cables that just refuse to work at anything beyond USB 1.x speeds with
my USB 2.0 external drives - having said that I have a few USB 1.x cables
that work fine at USB 2.0 speeds.
Personally I'll just buy generic USB 2.0 cables from now on ... probably

2.0 versions.
