I'd imagine that the "something structural" used to cover the
workshop would
have to be seriously strong, and therefore expensive.  There would need to
be a couple of feet of soil above for things to grow properly (and to avoid
somone sticking a fork through the "roof") and that would weigh a
great
deal, especially when wet  (> tonne per square metre perhaps?).
