Finally remembered to ask the friend who had one of these things

It's an electric powered radiator valve that fits in place of the normal
thermostatic valve head. It uses the same base unit as a thermostatic
valve
NO PLUMBING!!
(unless you count the cables)
BTW he said that they were a bugger to get hold of (18months ago) since
the
people in sales have never heard of them!!
