Hi Ho,

You could use Netlimiter for that.

http://www.netlimiter.com/

they have a trialversion available.
Works great for me - I have a monthly 1.5 gb cap upload from my ISP
so setting this to 10k gives me a daily cap of about 100mb (at night
they only count 1/2 so I can up 3gb a month like that)
