After much hair tearing ..
I downloaded autoruns and found that it was a suspicious program that
started when XP booted.
The strange thing was that they were not shortcuts, they were like nothing
I
had seen before.
They were completely locked I could not move them, right click on them or
delete them.
All I could do was double click them to run.
Thankfully I have got rid of them now though.

Are they icons or shortcuts? They could be special icons which are held in
the registry IIRC. The easiest way to remove them would be to use the
TweakUI tool for your operating system. This used to be in the PowerToys
folder of your OS CD, but I'm a little out of touch having not used it for
some time.
