It's important to remember that the chipsets and other perhipherals consume
power too.  I suspect that halving the number of floppy drives and CD-ROM
drives will make a bigger difference than swapping to a more power hungry
CPU.  That is, assuming you don't run your CPUs at full tilt all the time.
My P200 server sits at idle for much of the time, but because it's a twin
processor board, and has multiple SCSI discs and a DVD-RW drive, it still
consumes a reasonable amount of power.  I have only one optical drive, and
no floppy drives on the network now, and I plan to move to a laptop at some
point in the future.  That should halve my power consumption, and also give
a bit more power.
