Probably best analogue TV tuner at present is Hauppauge 150-MCE,
works in single or dual tuner mode.

For Audio, unless you have really high expectations, motherboard
audio is pretty good these days. If you go for an Intel 915 based
motherboard you can get Intel 7.1 High Definition Audio. With the
right M/B you can even get optical and/or co-ax out.

For display card, basic choice is Nvidia or ATI. Again important
thing is what you are outputting to. If you have pretty simple
output requirements then a lower end card is fine like NVidia 5200
based or ATI 9600 based or ATI X300 if PCI-express.

Anything else just ask.
