Chances are its because of the poor power supply in most TVs, when the
image
gets brighter, the voltages in the PSU rise as its having to work harder to
drive the CRT, so the deflection gets a bit greater, when its scanning the
black
above the image, the voltages are a bit lower, so there is less deflection.
You would most likly see that if you had all black in the middle of the
screen,
and then solid white at the bottom, that would also be out of shape in the
same
way. PC monitors tend to suffer this less then TVs because they put a bit
more
thought into the design of them.
