aahh  ok, this is one of the restrictions Ofcom (UK) and Oftel (NL) apply 
- users need a fixed ip in the country the number is for. Interestingly
Oftel have stated that there is no *requirement* to stop the phone/device
being moved somewhere else, it should simply be in the T&C;s that they
shouldn't. The telco is NOT required to actually prevent it.
