Hi Mal
If a wall wart say 12v dc  regulated ..it means that the voltage
will be 12v dc ..but if it says 12vdc unregulated the voltage out could be
anywhere between 16v and 20v +.....The voltage out will drop to the rated
voltage as it gets closer to the rated current......
