No one seems to have spotted the clue in the original post... (or at least
not mentioned anything about it...)

That sentence would seem to eliminate all possible environmental causes
that
had previously been suggested... - the problem is not evident when the PC
is
the only one in the room....

Bingo! - there's your cause then surely!!!??? - was this another PC with
another CRT monitor? - were the two monitors positioned close to each
other?
(back-to-back on opposing desks perhaps?)
Hint: - the biggest cause of interference on CRT monitors that I've ever
seen is.... another CRT monitor in the vicinity....
Does the other machine have to be operating for the interference to return?
- In my experience such interference usually tends to only occur between
CRT
monitors that are actually on... - turning all but one monitor off often
(usually) cured it. Maintining a gap between them of about a metre
(minimum)
also was usually enough to eliminate this problem.
Oh, and as many others have said, LCD screens don't suffer the same effect,
so you could just upgrade to those and be done with it....
