I'd be pretty certain that using LCD's instead of CRT will solve the
problem.

I worked in a company years ago with similar problems - some CRT monitors
had terrible flickering, so much so that you could hardly read the text. We
had a lot of electrical equipment nearby drawing lots of current, which was
affecting the local PC's in the production areas. Someone noticed that a
laptops didn't have this problem so they tried using LCD's with the
affected
machines and the problem was solved.

Then all that really remains is running the power to the PC and monitor
from
the location where it worked okay.  That may tell you if the noise is
coming
through from the outlets at the one location.

If you can get hold of a UPS or LCD monitor it's worth trying just to
eliminate as many things as possible

other than that I'm stumped

Sorry, looks like you'll have to put it down to Ancient Electrical Laylines
and move the PC :-S

Tried it on a filtered power socket extension lead wotsit.
