This is probably because you are using VBR encoding (Variable
Bitrate) rather than a constant one. Some players give wildly
inaccurate figures when playing VBR files, they will play fine
though.

All the LAME settings in EAC are ignored if you use one of the
presets (which you should do). The presets are basically an agreed
best case of all the other settings.
"--preset standard" is the recommended preset for file
size/quality.
This is VBR.
