One solution is to _bridge_ the two networks, so all machines on the
remote network appear to be an integral part of your primary network
as one big happy fluffy cloud. Unfortunately, AFAIK, Windows VPN
configuration doesn't suport this. OpenVPN does, and runs under
windows OK.

Another alternative which may work if you only require access to one
or two specific remote hosts from the primary network is to set up an
explicit route between two LANs. There are a number of caveats with
this approach, though, so it's not for non-network savvy, and I
haven't tried it with Windows VPN - it works fine for OpenVPN.
