Rack grounding

An issue I've been mulling over for a while . . .

I've got my rack, and in it I've got mains-powered and LV equipment. All
the mains kit is either earthed (via the 3-pin plug) or is double
insulated, and the LV stuff is, well, low voltage (typ. <12V). The rack
is metal framed, and held together with metal fixings (screws etc.).

Do I need to separately earth the rack, and/or bond each separate metal bit
of the rack together ? Is there a reg that covers this ?
