If you're wanting to use DV as the format you're recording to, i would
suggest recording the sound onto the dv tape there and then. that way you
don't have to sync afterwards.

DV is at 25fps, so no problems there.

encoding would come after you've recorded, or you can take an output there
and then if you want to.

as for start/stop - most DV camcorders come with remote controls - push one
"record" button to start the recording and push again to stop. if
there's a
tally lamp (red record LED) on the camera, then it'll be on when it's
recording and off when it's not (some can be disabled in the setup menu -
so
check beforehand).

An alternative to the (sometimes) small remote provided - get a touch
screen
remote (such as a philips pronto) if you have one available and create a
full-screen menu with one button on it for record/pause.

also make sure you have any "power-off timeout" functions
disabled.

as for motion detection - i'm afraid i don't have any ideas about that -
not
my specialty.

why did you want it encoded there and then? was there a specific reason?
