I'm no expert on this though what you seem to be describing is a
simple plc.

I have used some of the micro modular plc's from companies such as
Omron, Rockwell, Schnieder and Mitsubishi.

These all seem capable of taking the digital Input and outputing a
serial string (usually RS485).

Most of these are also modular so that you can expand in the future or
mix digital and analogue I/O
