Incorrect/faulty memory and CPU have caused me similar problems in the
past. Worth trying some other memory if you've got some that's supported by
the m/b.

Have you tested it without the VGA card installed either in or out of the
case? Do you not have an old case you can reclaim a speaker from?

Have you tested it with no ram installed. Have you any other suitable ram,
or another system to test the ram in?

Do you have another suitable cpu to install? Or another system that will
take the cpu?

Without doing all those things you can't pronounce the motherboard faulty,
and you don't want to send a good mobo back.
