Hi Rob

The blue thingy is a Capacitor. Yes it can be replaced, if it has leaked
remove it from the board and make sure you clean off all the goo. It is
a common part available from the usual RS, Farnell, Cpc and *raplins.
Get the same spec and same type of mounting and pin spacing. If you can
not get the same voltage you can go higher but not lower.

Do not know the unit at all but I'm guessing the capacitor is just used
as smoothing for the supply volts. If it is then hopefully no other
damage, the way it has gone suggests that it was just its time !

If it went short as it blew it may have taken some sort of fuse with it,
again not knowing the unit can not really say anymore other that fuses
these days do not all look like the ones you find in plugs!
