The other thing to check is that the AGP card is properly sitted.
Some don't sit right at the best of times, but a 'not quite fully plugged
in'
AGP card will give just those symptoms.
I've had it a few time with new builds - it can take a couple of attempts
to get the card seated properly. It's due to a double row of connectors
on each side of the AGP card.

Check that the CPU fan is still seated properly, and is powering up
correctly: most modent mobos have sensing circuitry and will fail to
powerup
if the CPU fan is dead or absent.
