USB 2.0 based Restart/Shutdown problem?

Just built a new PC for a friend, Asus A7N266 mobo, Athlon 1800XP, 256 ram,
win2k.
Just as I was finishing up, I installed a Trust USB 2.0 card (VIA chipset),
even before installing the
drivers, I shutdown the system, but it rebooted instead.
Now I have the MS driver installed, it all works great apart from this
restart instead of shutdown.
I've tried different slots, same effect.
Removing the card fixes the problem.
I've checked over the BIOS and the wake on.... options are all disabled,
along with legacy stuff.
Done a lot of googling, but no one else seems to have this problem.
So, I'm at bit of a loss...
Any ideas?
