Hi James.

There are chips from Analog Devices AD724, AD725 that will perform
the conversion for you.

You can also buy deicated RGB to Composite Converters off the shelf.

What is the RGB Source that you wish to convert?

The reason I ask is that particularly with consumer equipment there
is very little that actually outputs True RGB+Sync. Most output RGB +
Composite Video as sync so there is no need to do a conversion, you
just use the (alleged) SYNC signal. :-)
