DVDs have user control restrictions, where they lock out your FF button
during
the FBI piracy warning on dvd's.

If your player is modded to ignore these restrictions, it is in essence a
device
to bypass restriction on use that the manafacturer of the DVD has put into
the
DVD, and therefore illegal.
