How about some thermostatically controlled soil warming cable? Would
probably need a local enclosure/propagator hood to stop too much
heat loss but this still needs a 240v supply somewhere. Presumably
his spa runs of 240V so providing a suitable socket in the
greenhouse wouldn't be a problem - a simple thermostatically
controlled fan heater would then be a solution to heat the whole
area. He'll still need plenty of insulation. The only other real
alternative is a propane heater.
