If you just want 12V AC then use a LV Halogen transformer.

Is is giving 6V when the load is connected or is this the OFF LOAD voltage.

If you are measuring it WITH the load connected, disconnect it and see what
the voltage is. It could be low and buzzing excessively because something
is
drawing WAY too much current and will eventually destroy the transformer.
It
is also possible that if it was drenched at sometime that it was overloaded
and some of the insulation on the windings has been destroyed.

Probably best to replace it.
