draytek vigor "keep state" ?

I can't get "keep state" to work on me draytek. My understanding
is that you
tick "keep state" on an outbound rule, and it automatically lets
the replies
back thru the firewall.

So I've set up one outbound rule for tcp/udp, and another for icmp, both
with
"keep state" ticked. I have one inbound rule which drops
everything.

Sadly, everything is indeed dropped, including stuff I'd have expected
"keep
state" to take care of. Am I missing something? The manual's Confucian
style
isn't exactly clear here.

Cheers to whoever recommended the vigor btw - it's a cracking little
router.
