Can't speak for zoneminder, but there's no reason why X should be
mandated for capture in general.

I use videodog to grab successive jpegs on a headless, X-less box
with no probs. That said, setting the box up so that you can run a
remote X session (an X server session - it's the X client that
provides the terminal services on the host box) is quite useful in
itself from time to time.
