Unless you're a Tier1 ISP then you'll still be suscpetible to backbone
problems from your provider. If you can *guarantee* 100% uptime for $200 a
month backed up by SLAs ;) - I think you could sell to a fair few
corporates
who currently pay more for less.

Well inkiboo.com is run off a server that rented by a company I do work
for. Cost of the server is $200 per month. Yes, sounds a lot but it is a
Windows box and comes with 16 ip addresses, 30 GB of traffic each month
and you can do WHATEVER you like with the server. Install whatever apps
etc.
Linux boxes are even cheaper.
But I don't know how many people (if any) would be interested.
