Perhaps too obvious...

0800 calling card number -> ISP.

Every 0800 calling card I've ever used has presented a pseudo-random
CLI, so connection to a CLI dependent ISP should be OK, and it can be
tested beforehand to ensure there is no problem.

Mercury Cable & Wireless or whatever they are called now used to do a
competitive offering... Certainly substantially less than 30p/min.
