To be meaningful any QoS policy has to be controlled and implemented end to
end. Which is the key problem for the Internet - how do you get thousands
of
ISPs to agree a common QoS policy and if you did, doubtless someone would
sell its best QoS to everyone - rendering it meaningless. For some packets
to have priority - some have to be held back.

I have heard real stories of customers asking for QoS to be implemented on
private Intranets  - so that they can have their mail traffic get priority
over browsing  - neatly demonstrating that one mans idea of whats high
priority packetwise isn't everybody's !

Implementing some local queuing/prioritisation strategies may make a
difference to the affect local congestion on an access link has but its not
an end-to-end QoS solution. Most of the examples of commercial VoIP I've
seen have tended towards the "make sure there's always more than
enough
bandwidth + a bit more" school of QoS implementation ;-)

As far as I know, most commercial VoIP services don't have QoS guarantees.
For example, the BT VoIP service NetChat and the earlier SurfTalk don't
have any service or quality guarantees. I might be out of touch with VoIP
as the information was from over a year ago.
